Energy, water, and rental assistance programs are provided here. You can visit one of the CAP centers in person if you need help with your energy or rental assistance application. To make an appointment to visit one of the CAP centers in person, click here. Read below for more information on each service.

Water Assistance

About

Water4All will provide you with assistance if you are unable to pay your water bill or at risk of having your water service cut off. If you are in need of water assistance, click here to fill out the interest form. Click here to get more information on the program

Eligibility:

Your income must be less than 200% of the federal poverty line to be eligible for this program. If you are unsure whether or not you meet this requirement, call the program at 410-396-9500 to see if you qualify.
Security Deposit Assistance

About

If you are a Baltimore City resident, have an income at or below 80% of Area Median Income, and have experienced negative financial impacts due to COVID-19, you may be able to get help paying for a security deposit on an apartment or new lease. Click here for a chart of income limits.

Once your application is approved, it will take five to seven business days to process and issue the payment. Go to www.bmorechildren.com/residents/#rent to start your application.

Eligibility:

You must be a Baltimore City residents, have an income at or below 80% of Area Median Income, and have experienced negative financial impact due to COVID-19.

How to Apply:

To apply, Go to www.bmorechildren.com/residents/#rent and click on the Security Deposit Assistance button. Answer all questions in the screening. Provide contact information for you and your landlord and click “submit”. In 24 hours you will receive instructions to upload documents. You will need a signed lease OR Letter of Intent to Lease from your landlord indicating: the lease period (must be at least 6 months), the rent amount, and security deposit amount. You will also need Proof of Baltimore City residency with the use of an MD state ID or any of the following: Driver’s license, birth certificate, consular ID, passport, visa, Permanent Resident Card/Green Card company-issued ID, U.S. Military ID. You will also need to prove your income with official documents such as a paystub, tax documents, or government letters. Lastly, you will also need proof of negative economic impact from COVID-19 (such as lost wages or child care)—options: letter from employer, letter from child care provider/school OR unemployment benefit letter.

This program can help you lower your energy costs and get your utility bills paid. The Energy Assistance Program offers discounts on your heating and electric bills, and they can even help you pay past-due bills. Click here to start your online application. You can also print out a paper application by clicking here. You can mail or drop off your paper application to any of these CAP centers. Make sure you take or attach required documents to your application when you drop it off or mail it.
