General Information
The Baltimore City Community Action Partnership (BCCAP) runs five centers in the city. These centers help people with energy, water, and rent bills. They also work with others in the community to help families find the support they need to become more financially stable. You can visit one of the CAP centers in person if you need help with your energy or rental assistance application.

PLEASE NOTE: The sign up page for new people is closed as of October 9, 2025. Please check back to see if has opened again when you need it.
If you live in Baltimore City, make less than 80% of the average income in your area, and had money problems because of COVID-19, you might be able to get help paying for a security deposit on a new apartment or lease. After your application is approved, it takes 5 to 7 business days to send the payment. To start your application, click here.

Water Assistance
About
Water4All helps if you can’t pay your water bill or might have your water shut off.

Eligibility:
Your income must be less than 200% of the federal poverty line to be eligible for this program. If you are unsure whether or not you meet this requirement, call the program at 410-396-9500 to see if you qualify.How to Apply:

Community Action Partnership offers comprehensive case management services. This includes connecting residents with resources such as job training, health care, budget counseling, parenting skills, substance use treatment, and mental health services.
